Liu Kuo-liang, Captain of the City Guard; Yen Shang-Chung, sergeant in the Guard of the Hsin-chien Magistrate; Wu Ting-k'uei, sergeant in the right battalion, are to be cashiered. Li Hung-yüan, sergeant in the left battalion; Liu Ching-t'ai, Commandant of the 3rd Battalion of the 1st Brigade of the Territorial Army; and Wei Ting, Captain in the same battalion, are to be deprived of their buttons; Cheng Yün-hsien and Hsiang Kuan-pang, who both possess hereditary ranks, are to be fined one year's emoluments, and the expectant Magistrate, Huang Chung, of the South Police-station in Nanchang city, has three entries of default recorded against him.
In addition to the punishments of the ringleaders and officials above mentioned, their Excellencies stated that a Proclamation would be issued by the Governor of Kiangsi, acknowledging that the late Magistrate of Nanchang, Chiang Chao-t'ang, had committed suicide, and that an undertaking had been given by the Chinese Government not to permit the local officials, gentry, or people to do honour to his memory.
Your Highness is aware that in the month of March last, as the result of an inquiry conducted while Mr. Werner, His Majesty's Consul at Kiukiang, was at Nanchang, it was arranged that the following punishments should be inflicted on the persons concerned in the murders of Mr. and Mrs. Kingham, and in the destruction of their property :--

It was also arranged verbally by Sir Ernest Satow with the Wai-wu Pu that the Kiangsi authorities should pay a sum for the maintenance of the surviving infant child of Mr. and Mrs. Kingham, in addition to compensation for the house and property destroyed by the mob, and the total amount required for these purposes has now been fixed by His Majesty's Government at 4,700l. This sum is exclusive of certain small claims for the destruction of property belonging to British missionaries, which have already been satisfied by the Provincial Government of Kiangsi.
I should add that Mr. Werner has brought to the notice of His Majesty's Government the names of the following officers and men in the service of the Chinese Government who exerted themselves to protect the lives and property of foreigners during this lamentable occurrence :--

I have the honour to state, in reply, that this Board will not fail to communicate to the provincial authorities of Kiangsi the punishments to be inflicted on the persons found guilty of participation in this outbreak, in accordance with the list in your note, and with instructions to give due effect thereto.
As regards the sum of 4,700l. to be paid as compensation and for the maintenance of the infant survivor, payment will be made to His Britannic Majesty's Consul at Kinkiang within three months; while we are also communicating to the Governor of Kiangsi the list of officers who exerted themselves in this case in affording protection, with instructions that they should be granted suitable rewards.
The harmonious settlement of this case affords an eloquent testimony of your country's friendship, for which my colleagues and myself desire to express our profound appreciation.
While trusting that you will communicate this reply to His Majesty's Government and recommend that the case be closed, I avail, &c.
